Rachelle Mathews

Rachelle Mathews has served as the Director of Finance for the City of Lawrence, KS since 2024. In her role, she oversees investment portfolios, bond indebtedness, the annual financial audit, purchasing, utility billing, and general accounting and administrative duties. She began her public finance career in 2015 with the City of Topeka, where she held roles as Manager of Accounting Operations, Deputy Director of Finance, and Acting Chief Financial Officer. She earned her Master of Business Administration from Washburn University in 2009 and her Certified Management Accountant certificate in 2014, and the GFOA Certified Public Financial Officer (CPFO) certification in 2025. Rachelle is an active contributor to the public finance community, having spoken at the GFOA 119th Annual Conference and currently serving on the board of the Kansas Government Finance Officers Association.
