Rick Liu, a Senior Policy Analyst at the District of Columbia’s Office of the Chief Financial Officer (OCFO), brings over 20 years of experience in planning, real estate, and economic development, with a particular focus on serving as a “bridge” between government and private sector. Along with Nancy Fox, he currently manages a small team administering D.C’s Tax-Increment Financing (TIF) program, which has funded some of the city’s most celebrated projects over the last 25 years such as the Wharf, Navy Yard, and Union Market. The D.C. TIF program is tasked with analyzing, issuing, and managing a $400M+ debt portfolio focused on helping the city achieve its economic development goals.
Prior to the OCFO, Rick has served as a real estate advisor and project manager to some of largest public agencies in the Washington region, including closing Joint Development real estate transactions for the Washington Metropolitan Area Transit Authority (WMATA), and prior to that serving as the Director of Economic Analysis for a planning staff of 160+ people in Montgomery County, MD.
Always eager to both educate and learn from regional stakeholders, Rick is a frequent presenter at conferences, and lecturer at colleges and universities on markets and development finance. Rick also sits on several committees within Urban Land Institute and U.S. Green Building Council, contributing to the discourse on how to create more financially responsible and equitable growth.
