Sam Feldman

Sam Feldman is the Manager of Budget at EBMUD, where he leads a team of seven in developing the District’s $1.4 billion annual operating and capital budgets. His team also supports grant initiatives, oversees the Strategic Plan and Key Performance Indicators, and drives District-wide innovation efforts. Previously, he managed EBMUD’s $3 billion debt portfolio, worked as a rating analyst at Moody’s Investors Service, and served in the City Manager’s Office for the City of Phoenix, starting out as part of the 61st Class of the Management Fellowship program. He holds a Master’s in Public Administration from Arizona State University, where he was a Marvin Andrews Fellow.
