Shawn Matlock

Shawn A. Matlock, Esq., is the Director of the Office of Alternative Infrastructure, Planning, and Development for Prince George’s County Public Schools, (former Director of Capital Programs and Chairman of Prince George's County's P3 Alternative Financing School Infrastructure Work Group) and Member of the Maryland State Bar Association Construction Law Committee. He is responsible for the planning, development and execution of alternative school construction, non-school based construction and infrastructure projects. As Director of Capital Programs he was responsible for the planning and construction of education facilities for the 20th-largest school district in the country and the second-largest in Maryland utilizing Public Private Partnerships and other alternative financing methods. Shawn spent 24 years as a commercial transactions attorney in the private sector.
In 2013, Shawn made the jump to the public sector, leading the legal effort related to Baltimore City Public School's billion-dollar 21st Century Building initiative, as its Senior Transactions Counsel. Shawn is modernizing Prince George's County Public Schools' approach to new school construction, leveraging his more than 28 years of international transaction experience. Shawn is a 1989 graduate of the University of Maryland, Francis King Carey School of Law, and a 1986 graduate of Dickinson College.
