Courtney Shearer has served as Controller for the Virginia Lottery since March 2022, overseeing financial reporting and internal controls for business and regulatory operations representing nearly $6 billion in annual sales, more than $900 million in annual profits, and over $250 million in tax collections for regulated gaming activities. In this role, Courtney manages a team of accounting managers and staff and works closely with both internal and external auditors. Courtney graduated from James Madison University in 2011 with a bachelor's degree in business administration, majoring in Accounting and minoring in Computer Information Systems. Courtney is currently pursuing a master's in business administration with a concentration in Innovation, also from James Madison University. Courtney’s career includes six years of public accounting experience, followed by three years as an internal auditor, financial management roles at the University of Virginia and the University Licensing & Ventures group, and two years as Controller at a private engineering firm. Courtney is a licensed CPA, serves on the Accounting, Auditing, and Financial Reporting Committee with GFOA, and is a Supervisory Committee Member for the UVA Community Credit Union. Courtney received GFOA’s Outstanding Public Service recognition in 2024 and was awarded the 2024 NASPL Ott Brown Scholarship.
