William (Bill) Resh is Chair and Professor of Public Management and Policy at the Andrew Young School of Policy Studies at Georgia State University in Atlanta. He is the Director of AYS’s Civic Leadership Education and Research (CLEAR) Center. His work on the political economy of civil service and civil service labor markets has garnered several awards, including from the Academy of Management, the American Society for Public Administration, and the American Political Science Association.
