Nora Wittstruck

Nora Wittstruck is a Managing Director and Chief Analytical Officer for Governments at S&P Global Ratings. In this role, she is responsible for ensuring analytical excellence for government ratings globally, leading a credit-focused research strategy and driving the development and implementation of analytical strategy, innovation, and global methodologies projects. She also represents S&P Global Ratings in a market engagement capacity, focused on communicating about the municipal bond market and S&P's ratings, research, and methodologies.

Previously, Nora was the Sector Lead for the Not-For-Profit Housing Enterprise and Cross Practice teams within Americas Public Finance at S&P Global Ratings. She also served as the team’s representative for global climate initiatives and has led external engagements with investors and market participants on climate.

Nora is a member of the Government Finance Officers Association’s standing committee on Economic Development and Capital Planning to support issuer efforts on incorporating adaptation and resiliency into capital planning and affordable housing initiatives. She is also a trustee for the Citizens Budget Commission of New York.

Prior to joining S&P Global in 2016, Nora worked for the State of Florida in the Division of Bond Finance as a Bond Development Specialist. Earlier in her career, she also held roles at First Southwest (Hilltop Securities, Inc.), and Moody’s Investors Service.

Nora has a Master’s in Public Administration from the University of North Texas in Denton, Texas and a Bachelor of Arts in Political Science from Truman State University in Kirksville, Missouri.
