Zuyva Ruiz
Zuyva Ruiz is the Budget Division Manager for the City of San Bernardino, where she has played a central role in advancing the City’s financial infrastructure through initiatives spanning ERP governance, Chart of Accounts redesign, and the development of policies and procedures that bridge finance and operations across the organization. With a foundation in private sector accounting and a practitioner’s eye for how systems connect, Zuyva transitioned into municipal government and has since become a key contributor to change management and process innovation within San Bernardino’s Finance & Management Services Department, always in alignment with City leadership. Her work was recently featured in the February 2025 edition of Government Finance Review.
Zuyva's approach to public finance is rooted in systems thinking and a belief that lasting change requires deep collaboration, going beyond the finance office to understand how departments operate, building genuine buy-in, and helping position finance as a strategic ally across the organization. She is committed to fiscal transparency, accuracy, and long-term sustainability in service of the communities she serves. Beyond her work at San Bernardino, Zuyva serves as Treasurer on the Board of Unidos SoCal and mentors the next generation of public finance professionals through the LGHN Madrinas y Padrinos program and previously through CSMFO. She holds a Master of Public Administration with a concentration in Public Financial Management and a Bachelor’s degree in Public Administration from California State University San Bernardino.
