Bruce Haupt

“Bruce Haupt is leading a turnaround of the Harris County Flood Control District's (HCFCD) finances and supporting functions,” shared his colleague Brian Elms of Change Agents Training, “and I’ve been proud to partner with he and his team and observe their work.” They’ve secured voter approval for $100 million in new annual funding, revived a long-abandoned capital plan, and restructured workflows to unlock millions for reinvestment in operations, training, and equipment. Bruce and his team are also tackling longstanding grant reimbursement and procurement process issues while building dashboards, upgrading data systems, and exploring uses of AI to improve government service delivery. In addition to his role at HCFCD, Bruce is involved with GFOA and GFOA of Texas.
