CPFO Spotlight: Wendy Irwin

Wendy Irwin, CPFO, is the finance manager for the West Slope Water District, Oregon

Why did you want to become a CPFO?

I had been thinking about pursuing the CPFO certification for over a year before I finally signed up. Being toward the latter part of my career, already holding a CPA license, and very happy in my current position, I wondered whether the effort would be worth it and how it might benefit me. Another consideration was the size of our government as we are a small water district with just seven employees which made the investment of time and money feel significant. However, I am thankful for the encouragement and support of our leadership team, who value continuous improvement and professional growth. Most of my finance career was in private industry, and when I transitioned to the public sector, I quickly realized there was still so much to learn. Their support inspired me to take the leap and pursue the certification. I am so glad I did!

What did you learn going through the process?

I really enjoyed the breadth of information covered in the certification process. Some topics were new to me, while others were more familiar, but the in-depth study over the past year has provided me with a tremendous foundation of knowledge and resources. Because we are a small water district, I wear many hats and oversee all financial areas of our organization. The CPFO program gave me practical tools and frameworks that I can apply in each of those areas. I may not remember every detail, but I now feel better equipped on where to find the answers when needed. I also appreciated being part of a community of GFOA members going through the same journey.  It was motivating and encouraging to share the experience with others.

How has becoming a CPFO made an impact on you in your profession or how do you hope it will make an impact?

I definitely feel better equipped to do my job with confidence and excellence. The certification demonstrates my commitment to professional growth and to serving my community with integrity. Beyond my own role, I hope to use what I have learned to support other small local governments by sharing best practices and promoting high standards in financial management.

What would you say to others thinking about becoming a CPFO?

Whether you are just starting out in your career or have many years of experience, and regardless of whether you work in a small or large government, there is tremendous value in being a lifelong learner and striving for excellence in public service. The process of studying, learning, and earning the CPFO certification is absolutely worth it. It not only strengthens your knowledge and skills but also inspires you to give back to the profession and set an example for future generations. I would wholeheartedly encourage others to go for it!
