David Clawson

David Clawson is retiring in 2025 after thirty-five years with Dare County. During his tenure, the county earned GFOA’s Certificate of Achievement for Excellence in Financial Reporting for thirty-three consecutive years. He helped improve the county’s debt rating from BBB+ to AA+ and worked to eliminate audit management letters and grant-related findings for nearly three decades. David led the implementation of an ERP system, capital improvement plans, funding models, and financial policies that helped strengthen the county’s operations. He has served as a GFOA Special Review Committee member for sixteen years and is currently a board member of the Outer Banks Community Foundation. “He has created a supportive work environment for employees through recognition, education, flexible schedules, and remote work options,” said Assistant Finance Director Sally Defosse.
