Administrative Services Officer
We are looking for a qualified, energetic candidate willing to help us grow as we move forward in the New Year to enhance our administrative services. This position performs responsible and complex administrative work including to direct or conduct special projects; coordinates activities with other departments, outside agencies, organizations and the public; provides responsible and complex staff support to the County Administrator. The Administrative Services Officer is considered an Assistant County Administrator with responsibility for directing the activities of several Departments and Offices within the County.
In this capacity, the Administrative Services Officer assumes full management responsibility for all Financial Management services and activities including receiving, disbursing, and investing funds for Clay County, general accounting functions and cash management, accounts payable, payroll, internal accounting controls, and any other related financial matters as they occur; provide entity-wide financial reporting and financial information services; recommend and administer policies and procedures. Financial Management Department includes Treasury Management, Revenue Collection Office, and the Purchasing Office. Positions at this class level serve as a member of the County’s senior management team and provide advice and counsel to the County Administrator regarding strategic policy and problem solving issues relating to the assigned Departments/Offices and the County overall.
The Administrative Services Officer will plan, direct, manage and oversee the operations of our administrative services; Financial Management, Information Technology, County Clerk, and Record of Deeds departments while establishing and maintaining effective and cohesive working relationships with county staff, officeholders, vendors, and general public and providing excellent customer service skills to assist the citizens of Clay County, business owners, volunteers, and visitors.
Duties include assuming management responsibility for the activities of the County Clerk’s Office including tax certification, custodian of the County’s records and issuance of various licenses. Assuming management responsibility for the activities of the Record of Deed’s Office including the recording and archiving of real estate documents and issuance of marriage licenses. And assuming management responsibility or the activities of the Information Technology Department.
A background that includes a Bachelor’s Degree from an accredited college or university with major course in business administration, public administration, economics or a closely related field and five years increasingly responsible professional management experience including three years of management and administrative responsibility will be considered qualifying for this position. Master’s Degree preferred.
The ideal candidate will possess experience in managing multiple functions for a public agency or municipality, including capital projects, budgets, and program development. Possession and continued maintenance of a valid Missouri Driver’s license will be required at time of appointment.
The current annual salary is $89,564 - $95,000. The employee benefits package includes: two defined benefit retirement plans fully funded by the County and a deferred-compensation plan with a match on the first 6% contributed. We also offer three medical plans including two high deductible plans, dental, vision, two flexible spending accounts, and supplemental plans. Full-time employees are also offered life insurance (2X annual salary) paid by the County, paid vacation/sick leave, 14 paid holidays, LTD and tuition reimbursement.
