Under the authority of Ordinance 20083, this manager works with local, state, and national partners to navigate right of way use management issues, pilot and support community projects, and foster municipal broadband policy leadership. Eugene works collaboratively with municipalities across the nation to move towards the goals of its telecommunications program.

This position leads implementation of the City’s Telecommunication’s Ordinance (Ordinance 20083, 1997) and related administrative rules. They work collaboratively with telecommunications companies, support franchise agreement negotiations and other telecommunications-related right of way use Licensing agreements and oversee funding support for special telecommunications related projects that support internal and community partners to advance community members health, safety, and welfare. As part of the Information Services Division, the program manager works closely with City partners in other departments in support of the enforcement of Ordinance 20083.

Salary Range: $34.45 - $44.56 Hourly / $71,656.00 - $92,684.80 Annually

Work Location: Eugene Public Library, 100 W 10th Ave., Suite 450 Eugene, OR 97401

Must reside in the state of Oregon and be able to report onsite for work as needed in Eugene, OR to meet business needs.

Schedule: Monday - Friday, 8 a.m. - 5 p.m. with flexibility per business need

Supervision Received and Exercised:

This position receives supervision from the IT Finance and Administration Manager.

This position may supervise and direct professional and support staff.

The City of Eugene will follow all required COVID vaccinations, exceptions, and guidelines based on the essential functions of the position.
