Job Description

The Town of Barnstable (population 45,000) is seeking qualified applicants for the position of Director of Assessing. This position is responsible for managing the operations of the Assessing Division and for directing municipal tax assessment activities.

Applicants must have thorough knowledge of municipal laws relating to the assessment of property & the levying of taxes, mapping, surveying, zoning & deeds. Must possess the ability to work efficiently and effectively, communicate orally, in writing, and in presentations with all levels of government and the general public. Responsibilities include but are not limited to: updating all town property values, daily supervision of assessing staff, department budget preparation. Must have thorough knowledge of computer applications for assessing functions and have the ability to prepare projections for tax revenues, analyze growth patterns, prepare & manage budgets.

Bachelor’s degree w/courses in business administration, finance & property assessment, more than 7yrs of progressively responsible experience in the valuation of property for tax purposes in accordance w/modern assessment principles including 5 years of supervisory experience; or any equivalent combination of education & experience. Certification as a MA Accredited Assessor or as a Certified MA Assessor required or the ability to obtain. Class D driver’s license.
