Job Description
JOB SUMMARY:
The Director of Finance is responsible for directing and overseeing all Finance activities for the City of Fruitland, including revenue generation through billing, collections, and accounts payable processing; ensures the development and maintenance of sound fiscal policy; and performs other duties as assigned.
ESSENTIAL DUTIES:
- Oversees and supervises the day-to-day operations of the Finance department.
- Supervises the work of department staff; trains; guides, monitors workflow and scheduling; conducts performance evaluations; identifies and resolves personnel issues; and models expected behaviors.
- Oversees all types of billing; ensures the accurate collection and tracking of billed revenue.
- Prepares the City budget; works closely with the City Manager, Department Heads, and City Council on revenues and expenditures.
- Analyses present revenues and expenditures, projects next years’ revenues and expenditures.
- Conducts general ledger processing.
- Prepares monthly department revenue and expense reports for review.
- Prepares a variety of reports; maintains and tracks City financial records and information.
- Maintains fixed asset listing and depreciation.
- Tracks and maintains fund balances.
- Prepares necessary reports and works with City auditors to complete annual audit.
- Prepares monthly bank statements, and other general ledger account reconciliations as necessary.
- Attends monthly Council meetings.
- Keeps City Manager informed of unusual or detrimental issues in a timely fashion.
- Cultivates and maintains positive relationships with City staff and the public.
- Keeps informed of current accounting practices by attending workshops and educational programs or reading specialized literature; and
- Performs other duties as assigned.
SKILLS/SPECIFIC KNOWLEDGE:
- Act as a representative of the City of Fruitland to the public.
- Thorough knowledge of public sector budgeting, accounting, auditing and financial administration.
- Knowledge of organizational, staffing and operating methods and procedures.
- Supervise, plan, and coordinate the work of diverse staff in order to accomplish department goals and objectives.
- Effectively and efficiently organize, track, and maintain financial files and records.
- Knowledge of Microsoft Office Suite, the Internet, e-mail systems, and other relevant software or accounting packages.
- Experience with Edmunds/MCSJ preferred
- Successfully communicate with other staff members and members of the public.
- Establish and maintain effective working relationships with other staff and work as a team.
- Establish priorities and organize workload effectively and efficiently while paying attention to detail and complete assignments under pressure.
- Maintain a pleasant and productive working atmosphere.
- Respond properly in emergency situations; Keep relevant parties informed of major issues and recommend changes as appropriate.
- Ability to pass a drug screening.
EDUCATION AND EXPERIENCE:
- Bachelor’s degree in Accounting, or related field.
- Five years related accounting experience.
- Three years supervisory experience.
- Government experience preferred
- Thorough knowledge of accounting principles and procedures.
- Experience with creating financial statements.
- Experience with general ledger functions and the month-end/year end close process.
- Excellent accounting software user and administration skills.
- Valid Maryland driver’s license.
PHYSICAL AND ENVIRONMENTAL CONDITIONS:
Work occurs in a normal office environment with acceptable lighting, temperature and air conditions. Sitting for extended periods of time viewing a computer monitor and detailed data. Requires repetitive motion in the operation of a computer. Standard work hours from 8:30 - 4:30.
Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, e.g., use of safe workplace practices with office equipment, avoidance of trips and falls and observance of fire and building safety regulations and observance of traffic signals when driving.
