Job Description

SUMMARY:

Under general administrative direction, serves as the chief financial advisor to the City Manager; serves as the City Treasurer and Investment Officer; assures financial/audit operations are in compliance with state and federal regulations and City policies; evaluates internal control policies and procedures.

ESSENTIAL FUNCTIONS:

Essential duties and responsibilities may include, but are not limited to, the following:
  • Oversees and coordinates the City’s financial operations including budget, cash management, financial reporting, accounting, payroll, accounts payable, meter service, utility billing and collections.
  • Manages staff; prioritizes and assigns work; conducts performance evaluations; provides staff training; ensures staff compliance with departmental policies, procedures, and regulatory requirements; maintains a healthy and safe working environment; generates hiring, disciplinary and termination decisions.
  • Regularly monitors financial statements and conducts internal audits to ensure accuracy and compliance. Collaborates with other City departments to evaluate and establish policies and procedures; works with external entities during audits of City grants.
  • Performs treasury management, including the preparation and annual review of investment policy, quarterly investment reports, bank depository agreements, and the daily monitoring of cash and investments.
  • Coordinates annual external audits of financial statements; oversees the preparation of the Annual Comprehensive Financial Report (ACFR) and the landfill audit.
  • Manages the City's insurance claims, excepting workers' compensation, and collaborates with insurance companies on matters related to re-rates, additions, deletions, and risk exposure; works closely with health insurance advisors to acquire and monitor health insurance plans.
  • Oversees actuary and surveys for external organizations, manages financial assurance for the landfill, and handles the preparation of books and audit oversight for the business park and special districts created by the City Council.
  • Develops and maintains relationships with departments, customers, elected officials, and outside agencies by participating in meetings and on committees; preparing and presenting information in public settings; negotiating agreements; reviewing contracts; and responding to complaints and inquiries.
  • Reviews and/or creates reports and data for other City departments and/or the City Manager.
  • Prepares and coordinates schedules for bond continuing disclosures and arbitrage calculations; works with Standard and Poor’s and debt advisors as needed; manages the City’s debt.
  • Supports the relationship between the City of Plainview and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
