Job Description

ABOUT THE ROLE

Lower Paxton Township is seeking a highly motivated and detail-oriented Finance Manager to oversee the daily operations of municipal accounting and financial management. This key leadership role also provides critical support for payroll and benefits administration and contributes to budget oversight for annual operating, enterprise, capital, and fiduciary funds exceeding $50 million.

The ideal candidate will bring strong expertise in governmental accounting, fund management, payroll oversight, and policy development. This position also plays a vital role in invoicing and reimbursement coordination with the Lower Paxton Township Authority for stormwater and sanitary sewer expenses.

KEY RESPONSIBILITIES

  • Manage daily accounting operations and financial controls.
  • Prepare monthly and quarterly invoices for Authority reimbursements.
  • Oversee payroll, accounts payable/receivable, and cash receipts; serve as payroll back-up.
  • Reconcile Township funds and implement fraud prevention measures.
  • Assist in the preparation of the annual Township budget and related financial reports.
  • Review and approve procurement disbursement requests.
  • Support internal and external audits by preparing workpapers and supporting documentation and assist in responding to Right to Know requests.
  • Supervise and train finance department clerical staff and Authority Accountant.
  • Continuously seek ways to automate and streamline Township processes.
  • Coordinate and supervise staff on year-end completion of annual W-2s and 1099 filings

QUALIFICATIONS

Education/Training:

  • Bachelor’s degree in accounting, Finance, or a related field.
  • Minimum of 15 college semester credit hours in accounting.
  • CPA license encouraged but not required.

Experience:

  • 3–5 years of progressively responsible experience in accounting and financial management.
  • Municipal government or public-sector finance experience preferred.
  • Experience in payroll operations and employee benefits management desirable.

Licenses:

  • Valid driver’s license required.

SKILLS AND ABILITIES

  • Deep knowledge of accrual and fund accounting, GASB and FASB standards.
  • Strong Excel and PDF editing skills; experience with financial software systems.
  • Excellent communication, analytical, and organizational skills.
  • Ability to create and review journal entries, reconcile accounts, and ensure financial compliance.
  • Proficiency in Microsoft Office Suite and various accounting software platforms.
  • Capable of multitasking, maintaining confidentiality, and working independently in a fast-paced environment.

WORKING CONDITIONS

  • Primarily office-based with standard indoor working conditions.
  • Occasional attendance required at evening meetings and Board sessions.
  • Regular in-person attendance required.
