Finance Manager / CFO

Rainbow Municipal Water District is seeking a Finance Manager & CFO who will serve as a strategic leader and hands-on accounting expert. In this role, you’ll report to the General Manager and oversee cash flow, investments, debt, financial reporting, grants, and budget preparation. As a small agency, this position provides a unique opportunity to be involved in everything from high-level strategy to day-to-day financial operations like payroll, accounts payable, purchasing, and ERP system improvements.

WHAT YOU'LL DO:

• Provide financial insights and present to the General Manager, Board, and senior leadership
• Lead cash flow, debt management, and budget preparation to ensure financial sustainability
• Oversee grant administration and support new grant opportunities
• Direct financial operations, including complex accounting entries and the annual audit
• Guide the finance team and support purchasing and customer service functions

ABOUT YOU:

• Bachelor’s degree in a business-related field; Accounting or Finance preferred
• 5+ years in senior-level finance roles, with 3+ years in accounting management
• Public sector and utility billing experience preferred
• Skilled in budget management, data analysis, ERP systems, and hands-on accounting work
