Finance Officer
MTG is pleased to partner with North Topsail Beach, NC (Pop.1.1K - 33K seasonally) in search of a new Finance Officer who has a visionary approach to leadership in accounting and finance, coupled with the expertise and qualifications to oversee and ensure the town's financial operations, reporting, budgeting, and grant management are both compliant and sustainable.
The town has 42 employees, and the new Finance Officer will oversee an FY2024-2025 Operating Budget of approximately $7.9 million. The FY2024-2025 Budget Message outlined the highlights of this year’s budget.
ESSENTIAL DUTIES AND TASKS
- Manages fiscal operations, including accounting, financial reporting, and budgetary accounting.
- Assists in preparing operating and capital improvement budgets, and forecasts financial schedules.
- Oversee financial statements and reports and administers debt service.
- Directs the general accounting system and maintains financial records.
- Monitors budget administration, revenues, and expenditures.
- Assists with annual audits and reconciles bank statements.
- Ensures grant compliance and tracks project finances.
- Submit financial condition reports and prepare budget amendments.
- Performs HR functions, including payroll, employee data management, and benefits administration.
- Performs related duties as assigned.
MINIMUM QUALIFICATIONS
- Bachelor’s degree in accounting, finance or public or business administration
- At least 5 years of progressively more responsible experience in finance and accounting with a year or more experience in a leadership role (team lead, interim, manager or director)
PREFERRED CREDENTIALS
- Municipal government, finance, and FEMA experience - specifically in North Carolina
- Certifications:
o Certified Public Accountant (CPA)
o Local Government (CLG)
o Public Finance Officer (CPFO)
o Government Finance Officer (CGFO)
or ability to obtain within 2 years from date of hire.

Salary Range is up to $134,000. The hiring rate will be based on specific education, experience, and certifications.
