About The Organization

The Virginia Passenger Rail Authority (VPRA), is a political subdivision established by Chapter 1230 of the 2020 Acts of Assembly. VPRA is responsible for promoting, sustaining, and expanding the availability of passenger and commuter rail service in the Commonwealth including all administrative and fiduciary responsibilities for Virginia’s state-supported passenger rail services. The VPRA also provides funding to Virginia Railway Express (VRE) and administers all capital expansion projects, infrastructure, and land acquisitions related to the $3.7 billion Transforming Rail in Virginia initiative, which will double Amtrak and VRE service in Virginia over the next decade. The VPRA acts as a “responsible public entity” for the purposes of acquisition, construction, improvement, maintenance, or operation, or any combination thereof, of a “qualifying transportation facility” under the Public-Private Partnership Act of 1995.

The provisions of the Virginia Public Procurement Act and the Virginia Personnel Act do not apply to VPRA.

The Virginia Passenger Rail Authority (VPRA) seeks a dynamic senior level accounting / finance professional to be a part of the financial accounting and budgeting team. As the Authority is a newly created entity, this position will assist in building the finance functions from the ground level, including the selection and implementation of an enterprise resource planning system.

Reporting to the Controller, the role offers a variety of opportunities that include: development of monthly and annual financial reporting; expenditure processing, cost allocation, and budget management for the $3.7 billion Transforming Rail in Virginia initiative; the annual development of the VPRA budget; payroll management; account reconciliations; cash and investment management; state and federal grants management; revenue forecasting and collection; developing and documenting key policies and procedures; and establishing accounting controls. The ideal candidate is a self-starter, with a knack for problem solving and a desire to expand their knowledge about the complete finance function.


  • 3 years experience in finance or accounting.
  • A Bachelor’s Degree in Accounting or closely related field from an accredited college/university.
  • Comprehensive knowledge of complex financial structures, involving areas of revenue, expenditures, appropriations, and assets & liabilities.
  • Knowledge of generally accepted accounting principles (GAAP), and financial accounting policies and procedures.
  • Understanding of the fundamentals of preparing accrual based financial statements and reports.
  • Ability to manage various accounting and financial systems for data analysis and reporting.


Salary is commensurate with experience. The compensation package for this position includes benefits equivalent to state employees of the Commonwealth including health/dental insurance and participation in the Virginia Retirement System.
