Job Description

Orange County Utilities provides water resources and solid waste recovery services to protect and enrich the lives of the citizens and guests of Orange County Florida. The Fiscal and Operational Support Division provides support services to the Director's Offices and all Utilities divisions. This support includes financial management of the department's two Enterprise Funds and the Special Revenue Fund, accounting, information technology, procurement, warehouse and inventory management, facilities

maintenance and management, safety administration, communications, and agreements management.

The Fiscal and Operational Support Division is seeking a highly qualified individual to fill the position of Financial Administrator. This position manages and supervises all financial and budgetary operations for the department. Work is performed with limited supervision and is reviewed for achievement of desired results.

JOB DESCRIPTION

GENERAL FUNCTIONS:

Manages and oversees all financial and budgetary operations for assigned area of responsibility. Work is performed with limited supervision and is reviewed for achievement of desired results.

REPRESENTATIVE DUTIES/ASSIGNMENTS:

Duties may vary based on area of assignment. The following are representative duties; it is not the intent to capture all duties performed by this classification.

  • Monitors and manages all financial related activities within assigned areas of responsibility.
  • Reviews and monitors of financial agreements and contracts to ensure compliance.
  • Performs various revenue and expenditure projections and makes decisions based on the projections.
  • Monitors all revenue collections for assigned areas and disburses funds appropriately.
  • Overseas and coordinates the preparation and review of the Department operational and capital budgets.
  • Oversee the purchasing of goods and services for the Department.
  • Takes a lead role or participates in projects such as rate studies, capital charge studies, cost of service studies, cost/benefit analyses, and debt financing efforts.
  • Reviews financial reports for the Department for accuracy and financial decision making.
  • Hires, supervises, trains, develops, and evaluates employees.
  • Performs other special projects and related duties as assigned.

MINIMUM QUALIFICATIONS:

Bachelor's degree from an accredited institution in Business, Accounting, or Finance, or closely related field and five (5) years financial or budgetary development experience to include two (2) years supervisory experience, or an equivalent combination of relevant education, training or experience.
