POSITION SUMMARY:
The Program Financial Analyst IV will play a critical role in analyzing financial data, monitoring budgets, and providing insights to support decision-making processes related to government contracts aimed at improving resiliency within the defense industrial base. This individual will work closely with the finance team and other stakeholders within BFA to ensure compliance with regulatory requirements and optimize financial performance. ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Conduct comprehensive financial analysis to drive financial performance through predictive analysis, quarterly and annual Basis of Estimate (BOE) development, monthly forecasting, budget variance analysis, revenue and cash flow forecasting, financial period closing/reconciliation and profitability assessment.
- Collaborate with project managers and contract administrators to develop and monitor project budgets, ensuring accuracy and adherence to contract terms and conditions.
- Lead the responsibility to create level-of-effort tasks within the organization while simultaneously tracking against their authorized budget and actual expenditures, in conjunction with relevant Earned Value Reporting.
- Provide financial guidance and support to project teams, assisting in cost control measures and identifying opportunities for cost savings.
- Develop and present concise monthly and quarterly project and program financial reports including budget, expenditures/actuals, variance identification and analysis, and contract Estimate at Completion (EAC).
- Maintain compliance with applicable regulations and standards governing government contracts, including Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
- Assist in the preparation of contract proposals in accordance with FAR requirements for pricing and negotiations, conduct financial analysis and update key performance indicators to support pricing strategies and ensure competitiveness.
- Analyze financial risks and opportunities associated with government contracts, proposing strategies to mitigate risks and capitalize on opportunities.
- Collaborate with cross-functional teams to streamline financial processes and improve efficiency in contract management and reporting.
- Lead in the development of spending plans, project burn rates, Estimate to Completion, schedules and ensuring financial requirements are met for both prime and sub-contractors.
- Conduct ad hoc analysis and reporting to help program leadership and Program Management Team with effective decision making and ensure efficient and accurate contract management and reporting.
- Support internal and external audits related to government contracts, ensuring accurate documentation and resolution of audit findings.
- Mentor and provide guidance and oversight to junior team members.
