Position Description:

This position performs various accounting-related activities, including but not limited to Federal Highway Administration (FHWA) project closeouts, responding to internal and external federal audit requests, processing journal entries and timely adjustments in PeopleSoft and other applications. Additional responsibilities include research, analysis and interpretation of financial data, reconciliation of project expenditures across multiple IT systems and monitoring/reporting of inactive projects. Work requires excellent communication skills, ability to collaborate with different areas of FIN, other TxDOT districts & divisions and Federal agencies. Employee must have a high level of attention to detail, handle multiple tasks, and strong research & problems solving skills. Experience with PeopleSoft, Microsoft applications and web applications is preferred.

Essential Duties:

  • Reconcile and process project financial closeouts with the Federal Highway Administration, other Federal agencies and State and Locally-Funded projects.
  • Review, analyze and monitor Federal Highway Administration inactive projects.
  • Work closely with different areas within the Financial Management division, as well as TxDOT districts and divisions personnel to encourage timely reporting and reimbursement processing.
  • Process modifications of federal funding awards in compliance with stated deadlines, rules, and regulations, as well as TxDOT’s internal guidelines.
  • Assist with internal and external audits of federal programs within the Financial Management Division. Ensure accurate and timely completion of audit activities including the coordination of meetings, audit inquiries and resolving questions regarding transactions and processes.
  • Assist with developing internal controls to mitigate risk of non-compliance.
  • Prepare complex accounting activities such as the processing of summary journal vouchers for funding & expenditures adjustments and analyzing/reconciling federal receivables.
  • Assist with processing/implementation of project closeout requests, notifications, and legislation.
  • Assist with internal and external inquiry responses with TxDOT district/division offices, MPOs, federal and local entities, as needed.
  • Develop and update project closeout training and other materials at least annually, to ensure staff, district & division offices are in compliance with laws, regulations, policies, procedures, and standards pertaining to federal-aid transportation programs.
  • Completes projects timely and accurately and within established deadlines.
  • Other duties as assigned.

Minimum Qualifications:

  • Education: Bachelor's Degree in Accounting or Business-related discipline. Relevant experience may be substituted for education on a year per year basis. Undergraduate and/or advanced degree are highly preferred.
  • Experience: 2 years accounting, bookkeeping, payroll, auditing experience. (Experience can be satisfied by fulltime or prorated part-time equivalent).

Preferred Qualifications:

  • Bachelors degree in Finance, Accounting, Economics, Business Administration, etc. highly preferred.

  • Physical Requirements and Working Conditions:
