Job Description

This is highly responsible work performing a variety of complex financial analysis and reporting work. Prepares grant reports in compliance with Federal, State & County requirements. Works closely with program staff to ensure accurate financial reporting and procedural compliance on all grants. Includes working with other County departments to determine the proper budget set up for each grant that is awarded to the County.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive.)

  • Reviews grant documentation to ensure each grant is within budget and following specific grant restrictions. Tracks County grant awards which will need to be added into the overall County budget through the supplemental budget process. Performs grant related post award functions including reconciliations, budget carryover, supplemental budget documentation and closeout functions as required by grant and contract administration.
  • Completes reviews of budget-to-actual reports for all grants to report significant changes and/or variances.
  • Establishes and maintains a current grant status report.
  • Completes the annual Schedule of Expenditures of Federal Awards (SEFA) that is published in the Federal Awards Reports. Works closely with the County’s external auditors and any federally required governmental agency auditors for the Single Audit and compliance with Uniform Guidance.
  • Maintains and keeps current the grant management software tracking grant submissions and other deadlines being the subject matter expert to train new users and problem solve user issue.
  • Monitoring all grant payments insuring those amounts are accurately posted and reported.
  • Reconciles grant revenue and deferred revenue accounts.
  • Participates in the annual audit and Single Audit and assists with the Annual Comprehensive Financial Report (ACFR).
  • Responsible for collating, tracking, and performing sub recipient monitoring and certain specific risk assessments as required.
  • Collaborates with management and makes recommendations affecting financial policies and procedures for the continued monitoring of the grant processes.
  • This position will be trained to participate with the County’s Incident Management Response team as one of the Finance and Administration specialist for the team.
  • Maintains awareness of legislative changes that affects county finances, budgeting activities and grant management/reporting.
  • Responds to ad hoc reporting for informational request from County staff, County Manager, Elected Officials, and constituents.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

EDUCATION and/or EXPERIENCE:

Grant Accountant:

  • Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or related field is required.
  • Two (2) years of professional level accounting experience reconciling accounting discrepancies, analyzing expenditures, and preparing financial reports.
  • Ideal candidate will have at least one year of experience with Federal grant accounting, budgeting, and governmental accounting.

A combination of education and experience may be considered.

Senior Grant Accountant:

  • Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or related field is required.
  • Five (5) years of professional level accounting experience reconciling accounting discrepancies, analyzing expenditures, and preparing financial reports.
  • Ideal candidate will have at least two years of experience with Federal grant accounting and governmental accounting.

A combination of education and experience may be considered for a well-qualified candidate.

CERTIFICATIONS, LICENSES, & REGISTRATIONS:

This position requires successful completion of a criminal background check including fingerprinting through a national database.
