Job Description
POSITION OBJECTIVE
This is a professional position that develops, organizes, coordinates and monitors the acquisition of funding provided through various federal and state grants and other funding sources, particularly associated with infrastructure programs and stormwater projects. These include but not limited to the Community Development Building Grant, Department of Transportation, FEMA Hazard Mitigation and various other State of Florida and Volusia County grant programs. This position will work with Department Directors and Subject Matter Experts across the organization to research and write grant proposals and monitor all grant programs to ensure the City meets requirements.
ESSENTIAL FUNCTIONS
- Research alternative funding sources and grant opportunities. Reviews information dealing with funds available through grants from governmental agencies and private foundations and works closely with Departments to determine if these grants meet the City’s needs. Assists departments in assessing feasibility of developing and/or expanding programs funded by these grants.
- Write grant applications according to format required and submits applications to funding agency or foundation.
- Monitor the progress of grants through the pre-award, award, and post-award phases.
- Works with Departments to ensure all monthly and/or quarterly reports are prepared and submitted to the grantors.
- Develop grant administration policies and procedures in accordance with local, state, and federal regulations.
- Ensures compliance with rules and regulations governing grants. May oversee special audits conducted by grantors.
- Perform functions of financial administration and reporting to include but not limited to preparation and timely submission of grant applications and reports, development and adjustment of associated budgets, coordination of budgeted funds, screening and processing requests for expenditures and ensuring the timely application of reimbursement.
- Conducts analysis of grant opportunities and grants data and presents to the City Council or general public.
- Prepares and conducts regular training on grant requirements.
- Creates and maintains working relationships with grant agencies and their officers.
- Represents the City in State and Federal meetings where necessary to ensure the City’s interests are communicated.
- Performs related work as required. These additional duties may be representative of tasks typically performed by those in a lesser or more advanced job grade.
ADDITIONAL RESPONSIBILITIES
This position is part of the City’s Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation. Any additional compensation, above the normal weekly salary shall be outlined by the City Manager in the City’s Emergency Management Activation and Emergency Declaration. Failure to appear to perform emergency management assignment and to work assigned shifts as scheduled by the City’s Emergency Management Director or individuals designated by the City Manager to assign such functions will result in disciplinary action up to and including termination.
QUALIFICATIONS
- Bachelor’s degree in Business Administration, Public Administration, Finance or related field.
- Minimum of 4 years recent and relevant experience in acquisition and administration of grants
- Equivalent combination of education and experience.
CERTIFICATIONS, LICENSES, AND REGISTRATIONS
- Must have a valid Florida driver’s license.

- Ability to interpret complex grant funding requirements, submissions and budget projections
- Ability to interpret federal, state, and local government laws and regulations regarding grant administration
- Ability to read, analyze and interpret work related documents

- Ability to comprehend and apply principles of mathematical concepts
- Ability to follow and interpret instructions furnished in written and oral format
