Job Description

THE POSITION

The Revenue Management Officer is an at-will management position that reports to the Manager of the Budget Management Bureau.   The Budget Management Bureau is a high-performing, engaging, and collaborative team environment.  This position manages the operations of the Revenue Division within the Budget Management Bureau and provides central management of all revenue analysis and methodology.  This position supports efforts to explore and develop new revenues or changes to existing revenue sources.  The Revenue Management Officer is also responsible for administration of citywide fees and cost recovery efforts.  The position directly supervises budget analysts, some that may be performing revenue projection and analysis, and indirectly coordinates and oversees work performed in operating departments managing individual revenue sources.

As a core member of the Budget Management Bureau leadership team, the position will not only be responsible for day-to day duties as assigned but is expected to be an active and engaged participant in robust and lively discussions regarding City issues and concerns, often providing insight and offering ideas for areas of improvement to processes, policies, and overall Citywide strategies as it relates to budget. The position will represent the Budget Manager at various public and interdepartmental meetings, making presentations when appropriate. Finally, the position will not only indirectly and directly supervise Budget Management Bureau staff across various functions but will also provide consistent support to grow and develop the capabilities of budget staff.

The ideal candidate will have strong problem-solving and interpersonal/communication skills to navigate through political and practical citywide issues and challenges, as well as be a self-starter with strong critical and analytical abilities.  As part of the leadership team, the Officer will serve as a key resource to support budget staff and departments as they navigate various budget processes and special projects throughout the year. The ideal candidate will work to create a sense of trust, effective communication, and foster strong team dynamics through building strong employee morale.

EXAMPLES OF DUTIES

  • Coordinate and direct revenue projection, analysis and reporting efforts performed by departments and budget staff.
  • Review Council letter fiscal impacts to ensure content is politically sensitive, accurate, and comprehensive.
  • Oversee revenue forecasting and identification of potential issues with future revenues, including assessment of revenue variability to determine suitability for use in supporting ongoing operations.
  • Research and develop opportunities for sales and use tax agreements and purchasing companies, sales offices or location agreements.
  • Evaluate and develop revenue options such as franchise fees, nexus charges and excise taxes.
  • Manage the fee setting processes, the master fee and charges schedule, and reporting with regard to impact fees.
  • Review and make recommendations for legislation that may benefit Long Beach revenues.
  • Maintain familiarity with the laws and regulations with regard to local revenues including cost recovery, fees and impact fees.
  • Ensure compliance with laws and regulations, sustainability of associated fees, and appropriateness of departmental charges to impact fees.
  • Work closely with the Financial Management Department’s Accounting Bureau as it relates to reviewing and projecting indirect cost allocations.
  • Create and make presentations to City Council, commissions and committees when appropriate.
  • Supervise staff via both direct subordinate and indirect reporting relationships.

REQUIREMENTS TO FILE

EDUCATION

Graduation from an accredited college or university with a Bachelor’s degree in Business Administration, Public Administration, Accounting, Finance or related field. Candidates may substitute experience offering specific and substantial preparation for the duties of the position for the required education on a year for year basis. (Proof of education is required at time of submission, if applicable).

EXPERIENCE

  • Three (3) years of progressive finance experience in projecting revenue or equivalent analytical skills.
  • Must have at least two (2) years of supervisory or managerial level experience in the related field.

DESIRABLE QUALIFICATIONS

  • Three years (3) of experience working effectively with senior management in the public sector.
  • Master’s degree in Business Administration, Public Administration, Accounting, Finance or related field.
