DEFINITION:
Under the direction of the Director of Finance, the Senior Manager of FP&A is responsible for the financial planning, reporting, forecasting, and analysis. Assists in the preparation of quarterly earnings, board presentations, and financial systems implementation. The Senior Manager FP&A will provide overall finance support and work closely with all department heads to deliver high-quality, in-depth narratives of significant variances to prior year, budget and forecast highlighting key trends and significant drivers. Provides direct administrative and analytical support to the Director of Finance and assists in the overall management of the Department. Performs other related work as required.
ESSENTIAL FUNCTIONS:
- Assists the Director of Finance in managing and directing department staff, operations, and service levels.
- Evaluates financial and operational results to better understand agency performance and includes building reporting dashboards and analysis for business review.
- Oversees and manages the budgeting, forecasting, and planning process.
- Analyzes actuals against budget/forecast and prior year.
- Develops trend analysis and consolidation of forecast for all departments.
- Develops new processes or improve existing processes relating financial planning/reporting.
- Develops metrics to track team specific and companywide trends, identify opportunities and provide recommendations and collaborate across levels.
- Improves FP&A data, models and processes to drive forecasting accuracy and reduce margin of error.
- Creates standard reports across FP&A for high quality executive and board communications.
- Performs ad-hoc analysis where required to assist in management decision making.
- Leads the preparation and review of monthly, quarterly and annual fiscal financial reports.
- Conducts monthly variance analysis for all departments.
- Administers major projects as determined by the Director of Finance.
- Provides oversight of financial systems including the maintenance and upgrade of the financial and budget systems as required.
- Mentors and develops a team of financial analysts.
MARGINAL FUNCTIONS:
- May be required to attend evening meetings. Performs special projects and other related work as required.
MINIMUM QUALIFICATIONS:
- A Bachelor’s degree with a major in Accounting or Finance; Seven (7) years of increasing analytic work experience which include financial management, accounting and financial reporting, preferably in a public agency or governmental setting. Three (3) years in a supervisory capacity required.
- A Master's degree in Accounting, Finance, or a closely related field is a plus.
AND
- Possess and maintain a valid California class C driver’s license and an insurable driving record.
- Bilingual skills in Mandarin, Cantonese, Vietnamese and/or Spanish are a plus.
- Equivalent combinations of education, training and experience will be considered.
KNOWLEDGE AND ABILITIES:
KNOWLEDGE OF:
Financial management and administration principles and practices; government financial analysis, accounting procedures and financial control and reporting; principles and practices of cost accounting, internal control and audit procedures and practices; principles and practices of federal, state, and local laws, rules and regulations governing public agency financing; computer-based accounting and transaction processing systems; Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), Generally Accepted Auditing Standards (GAAS) and Housing and Urban Development (HUD) regulations.
ABILITY TO:
Analyze complex accounting and financial problems that require interpretation of regulations, guidelines and compliance issues; prepare financial/accounting reports, statements and related documents; interpret laws, statutes and regulations pertaining to a variety of government accounting/financial programs; demonstrate effective leadership, supervise, train and, evaluate assigned staff; establish and maintain accurate records; effectively use computer technology; communicate effectively orally and in writing; establish and maintain effective working relationships with employees, public officials, agencies, the public and vendors.

To be eligible for appointment, each candidate must possess a valid California Class C driver's license and a driving record acceptable to the Authority's insurer. Prior to becoming permanent, new employees must successfully pass a probationary period.
