We are seeking an experienced accounting professional to join our Finance Department as our next Controller. This position is responsible for planning, organizing, managing, and directing the financial accounting and reporting operations, fiscal staff, and multiple distinct financial functions for the County.
The Finance Department is comprised of the following lines of business: Financial Executive Support, Financial Management and Accountability, Accounting Services, Courier and Mail Operations and Facilities Management. The Financial Management and Accountability line of business provides financial administration of the County’s governmental operations and its component units, including Procurement and Contract Services, Financial Accounting and Reporting, and Budgeting. The Accounting Services Line of Business provides Payroll, Accounts Payable, and Accounts Receivable services. The Controller manages 3 of these programs: Financial Accounting and Reporting, Accounts Payable, and Accounts Receivable.
The Controller is a single incumbent classification responsible for the management, direction, and integration of comprehensive accounting services related to the financial administration of the County’s governmental operations, including the general ledger, the transient lodging tax program, federal, state and local financial reporting regulations including grant regulations, and other financial accounting functions. The incumbent also develops and implements comprehensive accounting and financial policies and procedures, and analyzes and recommends solutions to highly complex accounting problems. The Controller also manages the county’s centralized accounts payable and accounts receivable functions through a subordinate supervisor.
Clackamas County is at a point in its lifecycle that it has the opportunity to re-envision how it provides service and the Finance Department along with other internal service departments are key to this transformation. County Administration has empowered the budget team to take on the redevelopment of how we budget including change in model, allocation methodology, and cost containment initiatives. Additionally, we are rebuilding the chart of accounts and are in the process of implementing OpenGov for budgeting. Currently, the County uses PeopleSoft but has many opportunities to increase efficiency by leveraging technological functions not currently utilized. The Controller will have a key role in updating and/or developing the system structure, process design, and control procedures. This will include raising the workforce sophistication of the accounting and reporting teams, change management will be key to be successful in this role.
