GFOA Submits Comments on Treasury’s Privacy Act Notice

On Friday March 6, 2026, GFOA's Federal Liaison Center submitted comments to a U.S. Treasury proposal that would establish a separate reporting system for Treasury's financial assistance programs, including ARPA's SLFRF Program and Emergency Rental Assistance Program, among others.

GFOA urged Treasury to consider a variety of disruptions that may occur if program reports that were previously submitted through Treasury's portal shifts to the Privacy Act system of records. The Privacy Act system of records could force governments to re‑upload massive amounts of grant documentation, duplicating existing workflows at the very moment state and local governments are closing out pandemic-era programs. The letter calls on Treasury to avoid imposing new burdens that go beyond what was required during the original grant period and recommends their consideration of policy shifts that were adhered to throughout implementation of Treasury's programs.
