GFOA Submits Comments to GSA Regarding SAM.gov
On Monday March 30, 2026, GFOA's Federal Liaison Center submitted comments to a U.S. General Services Administration (GSA) proposal that would align the System of Award Management (SAM) registration requirements for federal grant recipients with Administration priorities to "end unlawful discrimination and restore merit-based opportunity" as outlined in as outlined in the Department of Justice (DOJ) “Guidance for Recipients of Federal Funding Regarding Unlawful Discrimination” (read here) and Executive Order (E.O.) 14173, “Ending Illegal Discrimination and Restoring Merit-Based Opportunity” (read here). GFOA urged the GSA to establish clear and consistent definitions of unlawful discrimination and diversity, equity and inclusion (DEI) to ensure that non-federal entities can effectively comply with new changes, but also so that the federal government fairly applies any new standard. The letter also urges the GSA to consider how amending SAM.gov registration could impact existing non-discrimination laws that state and local governments already comply with and existing grant awards.
