Rewind: An Award-Winner from 1995
In this issue of GFR that’s dedicated to winners of GFOA’s Award for Excellence, it seems fitting to discuss another program that won the award—in December 1995. The award-winner in question, the City of Glendale, Arizona’s Budget Liaison Program, recognized the value of cultivating an active volunteer program. The City of Glendale offered interested city employees an opportunity to volunteer in the city’s annual budget preparation process. The volunteers gained an insider’s view of the organization’s decision-making process, developed new management skills, and demonstrated their abilities to departments where they didn’t usually work
