Policy Brief on 2025 Executive Orders and Federal Procurement

Earlier this year, several Executive Orders introduced significant changes to federal procurement practices. These directives reduced or eliminated requirements that previously called on agencies to conduct targeted outreach, reporting, and evaluation efforts designed to support small, minority‑owned, and women‑owned businesses (SMWOBs).
