Maureen Singleton

Maureen Singleton has spent the last twenty-five years serving the City and County of San Francisco, from budget analyst to now chief operating officer of the San Francisco Public Library (SFPL). She played a leading role in securing long-term funding for the library. As Systems and Operations Lead Michael Perlstein observed, “Like most finance professionals, the critical work Maureen does is in the background,” yet her impact on SFPL’s financial and administrative infrastructure has been far-reaching. She worked to bring together finance, HR, IT, security, facilities, and analytics into a more cohesive division. An advocate for involving finance early, Maureen has helped shift SFPL’s culture toward more strategic, cross-departmental planning. Known for developing staff and advancing internal coordination, she has worked to create a space for others to lead while offering strategic guidance.
