Rosa Lara Rios

Rosa Lara Rios has spent the past fourteen years guiding the City of Delano’s Finance department through enhancements to structure, oversight, and performance. As director of finance, she has led her team in revamping systems, reinforcing internal controls, and adopting digital platforms that boost transparency and efficiency. The city has since earned ten consecutive GFOA awards for financial reporting and five budget awards. “Rosa exemplifies transformational leadership, integrity, and mentorship,” recognizes Gary Lara of Kern County Superintendent of Schools. Previously overseeing Information Technology, Rosa developed organization-wide strategies to align technology with operational goals. In her current role, she continues to apply those skills—most recently working with peers on the development of an AI-powered payroll research tool that improves speed, accuracy, and insight. She also encourages staff training, wellness initiatives, and expanded services such as new utility payment options.
