GFOA Scholarship Spotlight: Arthens Dacres

Arthens received $10,000 through the Frank L. Greathouse Government Accounting Scholarship.

Arthens Dacres is an accountant in the Finance Department at the City of Bridgeport Board of Education, where she supports financial operations that affect public education and community services. Originally from Jamaica, she grew up in a rural farming community as one of eleven siblings. Life on the farm demanded early mornings, long hours of labor, and difficult choices. During harvest seasons, she often helped on the farm instead of attending school, and when she was able to go, she walked more than three miles after completing physically demanding work. Although education was valued, survival and family responsibility often took priority during her earliest years. 

Over time, education became a pathway to opportunity and purpose. Now a first‑generation college student and single parent, Arthens is pursuing an accounting degree at Post University. With two children also enrolled in college and caring for her mother who lives with dementia, these responsibilities have strengthened her determination to succeed. Despite these challenges, she remains committed to public finance and to building a lasting legacy of perseverance, service, and opportunity for her family and community. 

Q & A with Arthens

Where and what are you currently studying, and why did you choose this?

I am currently pursuing an accounting degree at Post University. I chose accounting because it is foundational to effective budgeting, financial accountability, and responsible management of public funds. Growing up in a financially constrained household taught me the importance of careful resource management, which naturally led me to this field. Professionally, this degree is also required for advancement in my current role with the City of Bridgeport Board of Education. Formalizing my education strengthens my technical skills and allows me to contribute at a higher level to sound financial decision-making in public education. 

What government are you working in or hope to work at in the future?

I currently work in local government as an Accountant in the Finance Department at the City of Bridgeport Board of Education, where I support financial operations that directly impact schools, students, and educational programs. Looking ahead, I plan to continue building my career in public-sector accounting, with the goal of advancing into state-level accounting positions and, ultimately, senior leadership roles such as a Chief Financial Officer. Gaining experience at both the municipal and state levels will allow me to broaden my understanding of government finance and contribute to sound fiscal management on a larger scale. I am drawn to government service because it aligns with my commitment to transparency, stewardship, and using financial expertise to strengthen public institutions and serve the community.  

What are your future career goals?

My future career goal is to advance into a senior financial or leadership position within local or state government. I seek greater responsibility in budgeting, financial planning, and policy‑related decision‑making that supports effective and equitable public services. Completing my degree will qualify me for advancement opportunities and expand my ability to contribute meaningfully within the public sector. 

Balancing professional growth with the responsibility of raising children has significantly shaped my long-term goals. Achieving financial stability through education and career advancement is essential to supporting my family and creating greater opportunities for their future. I strive to lead by example, demonstrating that a commitment to education, perseverance, and resilience can overcome challenges and result in lasting success. 

How will GFOA’s scholarship help you achieve those goals?

GFOA’s scholarship would provide critical financial relief and help ensure that I am able to complete my degree. As a single mother of three, with two children and myself currently pursuing higher education, I carry significant financial responsibilities. I am also the primary caregiver for my mother, who lives with dementia and relies on a limited income. This scholarship would alleviate the burden of tuition costs and allow me to fully focus on my academic studies and professional development. Most importantly, it represents an investment in my growth as a public finance professional and the long‑term legacy I am working to build for my family.
