GFOA Scholarship Spotlight: Jana Scoggins
Jana received $10,000 through the Frank L. Greathouse Government Accounting Scholarship.
Jana Scoggins is a graduate student pursuing a master’s degree in accounting. She currently serves as the Deputy Finance Manager for the Port of Hood River, where she assists with financial operations, budgeting, and compliance. She is also working toward earning her CPA to further her expertise in governmental finance.
Jana is passionate about improving financial transparency and efficiency in local government. In her free time—which mostly means studying these days—she volunteers as a grant preparer for a local volunteer fire department. If she manages to find any extra time, she enjoys getting outside and exploring the Pacific Northwest.
Q & A with Jana
Where and what are you currently studying, and why did you choose this?
Local governments and special districts are the foundation of strong communities, ensuring essential services and infrastructure are in place. I believe financial management plays a critical role in making these organizations effective, which is why I chose to pursue a master’s degree in accounting. I want to ensure public funds are managed wisely, transparently, and sustainably. While I’ve gained valuable experience through my work, I still have so much to learn. Fortunately, I have a fantastic manager mentoring me through my role and GFOA as a resource to continue expanding my knowledge in government finance.
What government are you working in or hope to work at in the future?
I currently serve as the Deputy Finance Manager for the Port of Hood River, a special district that supports transportation infrastructure, economic development, and public assets. Working in a small district government allows me to see firsthand how financial decisions impact the community. I enjoy the challenge of balancing budgets, ensuring transparency, and planning for long-term sustainability. In the future, I hope to continue growing in local government finance and step into a leadership role where I can strengthen financial policies, improve efficiency, and support long-term fiscal health for public agencies.
What are your future career goals?
I see myself advancing in government finance, with the ultimate goal of becoming a Finance Director or CFO for a public agency. Earning my CPA is my next step to strengthen my technical expertise and financial leadership skills. I also want to stay involved in public finance organizations to continue learning and sharing best practices. Having a great mentor in my manager and the resources from GFOA has been invaluable in shaping my path. My long-term goal is to help public agencies improve financial sustainability, enhance public services, and develop strategies that support smart growth and responsible fiscal stewardship.
How will GFOA’s scholarship help you achieve those goals?
GFOA’s scholarship is an incredible opportunity that allows me to focus on my education while continuing to work full-time in public finance. Beyond the financial support, this recognition strengthens my credibility as I work toward my CPA and future leadership roles. The resources and connections GFOA provides will help me stay updated on best practices and emerging trends in government finance. I know I still have a lot to learn, but I’m grateful to have GFOA offering guidance along the way. This scholarship is an investment in my ability to serve my community through sound financial management.
