Teresa Rotschafer

“Teresa Rotschafer is well respected across the state of Iowa for her knowledge and expertise regarding municipal finance, personnel management, and collective bargaining,” shared retired City Administrator Jim Sanders. With over a forty-three-year career in local government, she began her service in Webster City and later held roles in Johnston, including assistant city administrator/finance director. Teresa has led and served in many state and national organizations, including as president of the National Public Employer Labor Relations Association and a frequent presenter for the Iowa League of Cities. Teresa was inducted into the Iowa League of Cities Hall of Fame in 2023 and now continues to advise municipalities through consulting.
