Tracy Bowman

For more than twelve years, Tracy Bowman has led efforts to improve efficiency, accountability, and reporting as director of finance at the Orange County Employees Retirement System (OCERS). She oversaw the transition to a new accounting system, digitized manual processes, and moved accounts payable to primarily ACH payments. She also played a key role in planning OCERS’ future pension administration system. “Her leadership, integrity, and dedication make her an outstanding candidate for this prestigious award,” remarked Brenda Shott, assistant CEO. Under Tracy’s guidance, OCERS has received GFOA’s Certificate of Achievement for Excellence in Financial Reporting each year. She also mentors staff, champions teamwork across departments, and shares best practices with peers in the public pension finance community.
