Goldberg Scholarship The Daniel B. Goldberg Scholarship of $10,000 is available for award to a graduate student who is enrolled in full-time master’s study preparing for a career in state and local government finance. The winner of the scholarship is invited to attend the Government Finance Officers Association’s annual conference, where the award is presented. This scholarship is funded by the Girard Miller Foundation.
Eligibility:
- Currently a full-time student in a graduate program that prepares students for careers in state and local government finance and expecting to be enrolled in the spring semester of the year for which the scholarship is awarded (including graduates of that spring semester).
- Baccalaureate degree or its equivalent.
- Citizen or permanent resident of the United States or Canada.
- Recommendation from student's academic advisor or dean of the graduate program.
- Student has not been a past winner of a scholarship administered by the Government Finance Officers Association of the United States and Canada.
Frank L. Greathouse Government Accounting Scholarship The Government Finance Officers Association's Frank L. Greathouse Government Accounting Scholarship of $3,500 is available for award to one or more undergraduate or graduate students enrolled in full-time study preparing for a career in state and local government finance. The winner of the scholarship is invited to attend the Government Finance Officers Association's annual conference, where the award is presented.
Eligibility:
- Currently a full-time student in an accounting program who is preparing for a career in state and local government finance. Both advanced undergraduate and graduate students are eligible.
- Citizen or permanent resident of the United States or Canada.
- Recommendation by student's academic advisor or the chair of the accounting program.
- Student has not been a past winner of a scholarship administered by the Government Finance Officers Association of the United States and Canada.
George A. Nielsen Public Investor Scholarship The Public Investor Scholarship of $5,000 (may be two awards of $2,500 each) is available for award to an employee of a local government or other public entity who is enrolled or plans to enroll in an undergraduate or graduate program in public administration, finance, business administration, or related field. The purpose of the Public Investor Scholarship is to support the studies of full- or part-time undergraduate or graduate students with career interests in the efficient and productive investment of public funds. The winner of the scholarship is invited to attend the Government Finance Officers Association's annual conference where the award is presented. This scholarship is funded by JPMorgan Chase.
Eligibility:
- Employed at least one year by a state or local government or special district with significant responsibilities for cash management or treasury activities, including a specific focus on the investing of available cash.
- Enrollment in an undergraduate or graduate program in public administration, finance, business administration, or related field before funds are awarded.
- Citizen or permanent resident of the United States or Canada.
- Recommendation by your employer.
- Student has not been a past winner of a scholarship administered by the Government Finance Officers Association of the United States and Canada.
Minorities in Government Finance Scholarship The GFOA's Minorities in Government Finance Scholarship of $5,000 is available for award to an upper-division undergraduate or graduate student of public administration, (governmental) accounting, finance, political science, economics, or business administration (with a specific focus on government or nonprofit management). The purpose of the Minorities in Government Finance Scholarship is to recognize outstanding performance by minority students preparing for careers in state and local government finance. This scholarship is funded by Microsoft.
Eligibility:
- Currently a full- or part-time upper-division undergraduate or graduate student in public administration, (governmental) accounting, finance, political science, economics or business administration (with a specific focus on government or nonprofit management).
- Belong to one of the following groups (as defined by the U.S. Census Bureau): Black or African American, American Indian or Alaskan native, Asian, Native Hawaiian or Other Pacific Islander, Hispanic or Latino.
- Citizen or permanent resident of the United States or Canada.
- Recommendation by student's academic advisor, department chair (undergraduate students), or dean of the graduate program (graduate students).
- Student has not been a past winner of a scholarship administered by the Government Finance Officers Association of the United States and Canada.
Public Employee Retirement Research and Administration Scholarship The Public Employee Retirement Research and Administration Scholarship of $4,000 is available for award to a graduate student in public administration, finance, business administration, or social sciences. The purpose of the Public Employee Retirement Research and Administration Scholarship is to support the studies of a full- or part-time graduate student preparing for a career in the field of public-sector retirement benefits. The winner of the scholarship is invited to attend the Government Finance Officers Association's annual conference where the award is presented. This GFOA scholarship is funded by the ICMA Retirement Corporation.

- Currently a full- or part-time student in a graduate program in public administration, finance, business administration, or social sciences.
- Baccalaureate degree or its equivalent.
- Citizen or permanent resident of the United States or Canada.
- Recommendation from the student's academic advisor or dean of the graduate program.

2008 Scholarship Winners Daniel B. Goldberg Scholarship - Barbara Rua, who recently graduated from the University of Connecticut with a master of public administration with a finance certificate, is the 2008 recipient. While in school, she was a financial services intern for the town of West Hartford, Connecticut, and a part-time cash specialist for the town’s revenue office. Rua plans to work as a budget or finance analyst and aspires to be a local government finance director.
Frank L. Greathouse Government Accounting Scholarship - Shaundra Broadnax Morris, who graduated from Alabama State University with a master’s in accountancy, is the 2008 recipient. She has more than nine years’ experience in governmental accounting, having worked as an accountant for the Alabama Department of Public Safety since 1998. Her goal is to continually contribute to her organization’s performance, goals, and objectives, and eventually become an accounting director.
Minorities in Government Finance Scholarship - Rhonda T. Spencer, who will receive her undergraduate degree in accounting in December 2008 from Jackson State University in Jackson, Mississippi, received the 2008 scholarship. Ms. Spencer works for the Hinds County Board of Supervisors as a fiscal officer. Her long-term career objectives include working in a finance executive position in state government. She intends to further her education by becoming a CPA and pursuing an MBA.
George A. Nielsen Public Investor Scholarship - Lynn M. Moser, who is pursuing her degree in business administration from Northwestern College in Saint Paul, Minnesota, received the 2008 scholarship. Ms. Moser has worked for the City of Saint Paul for 19 years and is currently the cash/investment manager for the city. After completing her degree, she plans to pursue opportunities in public investing management. Her long-term goal is to become a city or county treasurer.
Public Employee Retirement Research and Administration Scholarship - Ingrid Pierre-Charles Reid will receive her master’s in public administration in spring 2009 from the Long Island University in Brooklyn, New York. She has worked with the New York City Board of Education Retirement System since 1998 and plans to pursue a career in its fiscal operations department and eventually become the chief accountant for one of the five major New York City pension systems.
