Job Description

JOB SUMMARY

This position is part of the County’s Administrative Executive Team, led by the appointed County Administrator/Controller, overseeing County activities, programs, projects, operations, and strategic initiatives. The ACA-Community Services position oversees organizational operations and supports department heads and elected officials in leading policy, advocacy and strategy coordination, research, and development and implementation of programs in order to ensure compliance and enable the provision of best practices and excellent levels of service to the public.

Provides direct leadership for community-facing departments including Community Development, which encompasses the Senior Services, Veterans Affairs, Geographic Information Systems (GIS), Solid Waste, Parks, the Youth Center, the Road Department and the Equalization Department, as well as boards and committees supporting economic development, workforce development, planning and legislative engagement. Acts on behalf of the County Administrator/Controller as needed to carry out County administrative responsibilities and to participate in community-wide responsive leadership.

PRIMARY DUTIES & RESPONSIBILITIES

  • Serve as a strategic advisor to the County Administrator/Controller, assisting in the management of County operations, including policy implementation, project management, and long-term planning.
  • Provides direct supervision for various County operations and committees, including but not limited to, Community, Economic and Workforce Development, Youth Center, Road Department, and Equalization, and others as may be assigned.
  • Develops and leads staff to build equitable, responsive and strategically collaborative teams across the organization, emphasizing professional customer service, maximization of knowledge and expertise, and compliance with policies, procedures, laws, rules, and regulations.
  • Acts on behalf of the County Administrator/Controller as requested for internal and external meetings, communications, and engagements.
  • Assists with efforts to support economic and workforce development, and to promote a healthy and prosperous community for Calhoun County residents and businesses by championing and implementing improvements that help bring consistency, transparency and collaboration across the organization.
  • Works closely with the County Administrator/Controller and Human Resources/Labor Relations Director to assist with successful labor relations and union negotiations, and health and wellbeing of county employees.
  • Recognizes and champions the County’s Justice, Equity, Diversity and Inclusion efforts to advance its mission of building a better county through responsive leadership.
  • Advises Department Heads/Elected Officials and other County leaders/managers on operational matters, related policies and procedures, and provides coordination and collaboration with projects and initiatives as needed.
  • Develops and implements long-term plans and oversees establishment and monitoring of productivity outputs, quality measures, and evaluation of operational projects and initiatives.
  • In conjunction with the Administrator/Controller and Communications staff, helps to advocate and communicate regarding legislative priorities and requests, and to maintain solid relationships with the County’s local, state and federal representatives.
  • Develops and monitors annual budgets, and participates on the County’s Budget Committees and Capital Improvement Plan (CIP) Committee.
  • Prepares and reviews agenda items for Board of Commissioners meetings and attends Board meetings to respond to questions from Commissioners.
  • Collaborates with and ensures appropriate administrative services are provided to the Calhoun County Consolidated Dispatch Authority, Calhoun County Land Bank Authority and other leasing organizations of county property.
  • Performs other duties as assigned.
