Job Description

The Office of the County Attorney seeks a full-time Assistant County Attorney II or III to provide legal advice and representation in matters involving retirement and other employee benefits.

The successful candidate will primarily serve as general counsel to the County’s Employee Retirement Plans and the Boards of Investment Trustees. The attorney will be expected to:

  • Review and negotiate investment contracts including:
  • Global public investment funds;
  • Alternative strategies such as currency management and hedge funds;
  • Private equity, debt, and real assets; and
  • Co-investment opportunities;
  • Provide advice on investment compliance and the administration of employee benefits, health plans, deferred compensation plans, pensions, and retirements;
  • Advise on general tax and fiduciary matters; and
  • Provide advice on actuarial methodologies of funding defined benefit plans and the impact of benefit or assumption changes on the liability of the plan.

Additional duties may include:

  • Representing the County in any associated litigation;
  • Interpreting laws, rulings and regulations of local, state or federal government;
  • Assisting in the collective bargaining of employee benefits; and
  • Advising and representing the County in disability retirement matters.

Position may/will be filled at the Assistant County Attorney II level. Salary: $73,726 - $122,514 or the Assistant County Attorney III level. Salary: $92,020 - $152,785.

This position requires the ability to attend meetings or perform work at locations outside the office.

Salary is negotiable based on experience.

Minimum Qualifications

At the Assistant County Attorney III:

Education:

  • Graduation from an accredited university school of law.

Experience:

  • Thorough (four (4) years) experience as an attorney, including some specialized (one (1) year) experience involving either local government law or the area of specialization to which position is assigned.

Equivalency:

  • None.

License:

  • Membership in the Maryland State Bar; or membership in the bar of any other state in the U.S. in which case Maryland State Bar membership must be obtained during the probationary period.

At the Assistant County Attorney II:

Education:

  • Graduation from an accredited university school of law.

Experience:

  • Two (2) years of professional experience as an attorney, including trial experience.

Equivalency:

  • None.

License:

  • Membership in the Maryland State Bar; or membership in the bar of any other state in the U.S. in which case Maryland State Bar membership must be obtained during the probationary period.
