Job Description
TERMS OF EMPLOYMENT
Full-time, 260 days. Salary is based on education and experience and will be prorated per our APT Salary Schedule ($126,763 to $151,461). The District provides its employees with a comprehensive benefits program including medical, life, and dental insurance. The District provides two medical plans for which it pays the full premium for employees, and a third option is a buy-up plan for which the district pays the majority of the premium. In addition, the District pays the full employee premium for dental insurance and life insurance. The District contributes to PERA on each employee's behalf and offers additional retirement savings options as well as optional supplemental insurance. Employees also receive paid time off. Worker’s compensation and unemployment insurance are provided in accordance with State law.
POSITION PURPOSE
Under the general supervision of the Superintendent of Schools, the Chief Financial Officer (CFO) provides strategic leadership and oversight of the school district’s financial operations, ensuring fiscal integrity, transparency, and compliance with federal, state, and local laws and Board of Education policies. The CFO directs all financial functions including budgeting, accounting, payroll, purchasing, risk management, financial reporting, and long range financial planning. The position serves as a key advisor to the Superintendent and Board of Education on financial matters and supports district priorities through responsible stewardship of public funds.
ESSENTIAL FUNCTIONS
- Provide leadership in the development and execution of the district’s financial strategy aligned with the district’s strategic plan
- Advise the Superintendent and Board of Education on fiscal impacts of policy decisions, collective bargaining, enrollment trends, and legislative changes
- Develop long-range financial forecasts and multi-year budget planning models.
- Monitor Colorado school finance legislation, School Finance Act updates, TABOR requirements, and CDE financial reporting requirements
- Lead the development, preparation, and administration of the district’s annual budget in compliance with Colorado statutes and Board policy
- Present financial reports, forecasts, and recommendations to the Superintendent, leadership team, and Board of Education
- Monitor revenue projections including state equalization, local property taxes, grants, and categorical funding
- Ensure accurate accounting practices consistent with GAAP, GASB standards, and Colorado Department of Education guidelines
- Oversee preparation of financial statements, annual audits, and required state reports
- Maintain internal controls to safeguard district assets and ensure financial accountability
- Supervise finance department staff including accounting, payroll, purchasing, and related functions
- Ensure compliance with federal programs, grant requirements, procurement standards, and internal policies
- Oversee cash management, investments, debit service, and bond-related financial activities
- Coordinate with auditors and manage annual independent financial audits
- Oversee district risk management practices, insurance programs, and claims coordination such as CSDSIP
- Analyze financial risk exposure and recommend mitigation strategies
- Collaborate with the Human Resource department regarding compensation planning, staffing allocations, and benefits cost projections
- Provide training and guidance to administrators and department leaders regarding budgeting and financial procedures
- Communicate complex financial information clearly to non-financial stakeholders

CONFIDENTIAL INFORMATION
- Staff members shall not access, receive, transmit or retransmit material regarding
students, parents/guardians or district employees that is protected by confidentiality
laws. - If material is not legally protected but is of a confidential or sensitive nature, great care
shall be taken to ensure that only those with a “need to know” are allowed access to
the material. Staff members shall handle all employee, student, and district records in
accordance with applicable district policies. - Staff members who intentionally disclose student records, other confidential student information and/or district information may be subject to disciplinary action, up to and including termination.
SKILLS, KNOWLEDGE, ABILITIES
- Extensive knowledge of Colorado school finance, budgeting processes, and public sector accounting
- Understanding of TABOR, mill levy overrides, bond financing, and state funding formulas
- Strong analytical, organizational, and problem-solving skills
- Ability to maintain confidentiality and exercise sound professional judgement
- Skilled in financial software systems, data analysis, and spreadsheet modeling
- Strong interpersonal and leadership skills with the ability to build trust and collaboration
- Physical Requirements and Working Conditions
- Primarily office-based work with extended periods of sitting, computer use, and communication with staff and community members
- Occasional evening meetings, including Board of Education meetings and community presentations
- Ability to travel between district sites as needed
QUALIFICATIONS PROFILE
Certification/License
- Certified School Business Official (CSBO), or equivalent professional certification
- Certified Public Accountant (CPA) preferred
- Motor Vehicle Operator's License or ability to provide own transportation.
Education
- Bachelor's degree in Accounting, Finance, Business Administration, Public Administration or related field required
- Master’s degree preferred
Experience
- Minimum five (5) years of progressively responsible financial leadership experience
Prior experience in Colorado Public school finance or governmental accounting strongly preferred
