Job Description

The City of New Haven, one of Connecticut’s largest urban centers representing a major hub for business activity, architecture, culture and entertainment is seeking a high caliber individual for the position of City Controller. This is a dynamic hands-on position that offers the right candidate the opportunity to set the direction of change and make a significant contribution to the future growth and financial health of the City.

The Controller is responsible for oversight and administration of the City’s General Fund budget, its Special Revenue Funds (state and federal grants) and Capital Bonding Funds. In providing stewardship for the City’s funds and accounts, the City Controller reports directly to the Mayor and is responsible for the leadership, management and operation of a broad spectrum of functional areas including: Accounting and Financial Management, Purchasing and Procurement, Risk Management, Debt Issuance and Management, Tax Collection and Assessment, Payroll/Pension and Information Technology.

The ideal candidate will have broad experience in accounting and finance based on nationally accepted standards and a Bachelor’s Degree in accounting, finance or similar field. Position requires sound decision-making skills, the ability to think strategically and handle multiple business initiatives and priorities. The successful candidate must possess the strong leadership and managerial skills necessary to successfully guide the Finance Department during a period of significant organizational change. Demonstrated success managing an operation similar in size and scope to a municipality the size of New Haven is preferred. Must have the ability to work with all levels within the City, including City officials, service providers and consultants. Strong technological experience with financial/accounting systems a must. An understanding of MUNIS system is preferred. If not already a New Haven resident, the selected candidate must commit to living in the City of New Haven within six months after being appointed.
