Job Description
This position manages key departmental financial functions, including budget development, financial forecasting, revenue and expenditure monitoring, and compliance with City policies. This position prepares and administers operating and capital budgets across multiple funding sources and ensures the timely and accurate processing of financial documents.
The role oversees daily financial operations and workflows to ensure the accurate and timely preparation, review, and approval of budget and accounting documents. The Financial Manager II will conduct financial analysis, develop projections, monitor trends, and prepare reports to support leadership decision-making.
The successful candidate will leverage the City of Austin's financial systems and business intelligence tools, along with advanced Excel skills for data modeling and analysis.
MINIMUM QUALIFICATIONS:
- Graduation with a Bachelor's degree from an accredited college or university with major course work in a field related to Finance, Accounting, or Economics plus five (5) years of experience in a finance related field, two (2) years of which include management experience.
- Experience must include one (1) year of accounting. Up to twelve (12) hours of accounting coursework may substitute for accounting experience.
- Graduation with a Master's in Finance, Accounting, or Business-related field, or a CPA certification may substitute for two (2) years of experience requirement.
Licenses and Certifications Required:
- None.
PREFERRED QUALIFICATIONS:
- Experience overseeing financial services, including operating budget preparation, financial forecasting, contract administration/writing, purchasing, and reporting.
- Demonstrated success in working in a deadline-driven environment while balancing multiple projects and changing priorities.
- Experience developing financial reports and presentations for executives and stakeholders that convey budget and project-relevant messaging and progress. Knowledge of contracts, purchasing, procurement card management, and operating budget development and management.
- Experience with AIMS, eCOMBS, eCAPRIS, and MicroStrategy or a similar tool. Proficiency in Microsoft Excel.
- Experience managing Finance and Accounting professionals, developing and implementing financial-related processes and procedures to achieve organizational goals and objectives.
- Ability to develop, liaise, and maintain relationships with both internal and external stakeholders, department directors, and executives.
