Job Description

Located deep in the heart of South Texas on the banks of the Rio Grande River at Mile Marker 1 of Interstate Highway 35, Laredo is recognized as the beginning of the Lone Star State, and a travel experience that is American, Texan, and Mexican all in one. Incorporated in 1755 and comprising more than 107 square miles, Laredo’s 256,000 residents enjoy its blend of culture, language, culinary influences, and ambiance that can only be found deep in the heart of South Texas. Laredo operates under the council-manager form of government and provides a full array of municipal services with 2,900 employees and an Annual City Budget of roughly $821 million.

The City of Laredo seeks a strong leader as its next Financial Services Director who possesses a collaborative management style and has excellent written and oral communication skills with the ability to communicate complex financial issues in written and oral communications to effectively convey complex financial information to an array of diverse audiences in a clear, concise, and user-focused manner. Candidates should have experience with GASB and GAAP financial accounting standards, debt/treasury transactions, with a foundation in budgeting, investments, management, computer information systems principles and practices.

The chosen candidate will be a strong ethical leader, with a demonstrated history of analytical rigor and having the ability to manage multiple tasks, projects, and priorities while still focusing on the big picture and anticipating future challenges. Experience with progressive debt management, and a background in working closely with financial advisors, rating agencies, and bond counsels is strongly desired.

A Bachelor’s degree from an accredited college or university in Accounting or Financial Administration is required, with a Master’s degree preferred. Candidates should also possess at least seven (7) years of experience of a progressively responsible nature in financial administration, a minimum of three (3) years in municipal or governmental accounting experience, coupled with at least five (5) years in a supervisory capacity. A combination of education and experience in comparable responsible financial management positions may also be considered. Certified Public Accountant (CPA) and/or Certified Government Finance Officer (CGFO) credentials preferred. Additionally, candidates must be able to attain certification as an Investments Officer within six (6) months of employment. Candidates that are bilingual in Spanish would be a plus.

The Financial Services Director need not be a resident of Laredo or Texas at the time of appointment but must reside within the City limits throughout their tenure. Additionally, the final selected candidate must possess, or be able to obtain a valid State of Texas Driver’s License within ninety (90) days of employment and maintain such throughout their service.
