As the chief financial officer, you will lead the financial programs that include accounting, budgeting, long-range financial planning, user rate setting, issuance of sewer revenue bonds, various required reporting, and contracting for three enterprises:

  • Wastewater Management Program, an enterprise funded by sewer service fees;
  • Stormwater Management Program with dedicated funding sources;
  • Urban Forestry, funded with county general tax district revenues and a dedicated source for the Pest Management Fund.

DUTIES INCLUDE:

  • Oversee and direct all accounting functions in accordance with generally accepted accounting principles as well as federal, state, local and investor requirements including accounts payable and receivable, grants, fixed assets, debt management and capital projects.
  • Overseeing all procurement activities, including the operations of three warehouses, are in compliance with all procurement rules and regulations of the county, state and federal government.
  • Prepare the Sewer System’s annual budget and supervise preparation of multiple other budgets and a wide variety of financial reports, audits and management reports to meet the requirements of the county, state, federal programs and revenue bond holders, including Annual Comprehensive Financial Report, Annual Disclosure Report, Annual System Certification Report, annual Financial Forecasting of Revenue and Rate Sufficiency, and annual Electronic Municipal Market Access (EMMA) report filing.
  • Serve as primary liaison between Wastewater, Stormwater and Urban Forestry programs and the county departments of Finance, Procurement and Material Management, Management and Budget, County Debt Manager, and county's financial advisors.
  • As a member of the business management team, play a major leadership role in the three programs.
  • May be required to report to work during emergencies.

The successful applicant must have excellent communication and relationship-building skills, with an ability to influence, negotiate, and collaborate with a variety of internal and external stakeholders in multiple jurisdictions in Washington DC metropolitan area. Manage critical large-scale projects and lead cross functional teams working on a wide array of focus areas, including long-range financial planning, strategic planning, workforce planning, organizational development, business strategy, and organizational performance assessment. Possess the skills necessary to work in a fast-paced collaborative team environment; and be oriented toward providing outstanding customer service. Manages, trains and mentors over 25 staff engaged in diverse financial administrative and management support activities.

RETIREMENT:

NOTE: The appointee to this position may be occasionally subject to emergency callback 24 hours a day/seven days a week to respond to snow, flood, and other emergencies requiring division resources. This position requires you to maintain a flexible work schedule for occasional rotating shifts of 8 or 12 hours for emergencies, if needed.

EMPLOYMENT STANDARDS

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

  • Graduation from an accredited four-year college or university with either a bachelor's degree in accounting, business administration, public administration, public policy or related field; plus, five years of professional-level experience in finance, business administration, budgeting, or contract management, to include 2 years of supervisory experience. A master’s degree in a related field or CPA may substitute for 1 year of experience.

CERTIFICATES AND LICENSES REQUIRED:

  • Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:

  • The appointee to this position will be required to complete a criminal background check, credit check, and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Ten years of experience with budget, forecasting, revenue analysis, and managing multiple funding streams in a local government or a public utility.
  • Five years of experience managing large budgets and/or funds in excess of $50 million.
  • Five years of experience in issuing revenue bonds.
  • Five years of supervisory experience and proven experience as a Finance Manager or similar role.
  • Proficient in financial report writing and analysis and/or solid understanding of accounting principles, including general ledger accounting, accrual accounting, and financial accounting and reporting.
  • Experience working in governmental accounting, budgeting, strategic planning, CIP and complex financial planning.
  • CPA – Certified Public Accountant.
  • Masters in business administration.
  • Experience using an Enterprise Resource Planning system (ERP) and Microsoft Office – Excel, Word, and PowerPoint.

PHYSICAL REQUIREMENTS:

Ability to produce organized and legible handwritten, typed/computer generated documents including the use of graphics. Duties are generally sedentary, performed in a normal office environment; however, job may require walking, standing, bending, stooping, reaching, carry/lift up to 15 lbs. Must be able to verbally communicate with others, visual acuity is required to work on computer monitor, incumbent must be able to operate keyboard driven equipment. Must be able to enter and retrieve complex data from a computer system and review/read written financial manuals, forms, instructions, spreadsheets. All duties performed with or without reasonable accommodations.
