#BuiltbyBonds Success Story

This $20 million investment in Foley, Alabama, is ensuring the future of safe, reliable water service for thousands. With funding supported by bonds, Riviera Utilities is enhancing its water system through the construction of a new water plant, clearwell, and storage tank. Serving over 12,600 customers across South Baldwin County, the upgraded infrastructure will improve treatment capacity—up to 6.5 million gallons per day—and strengthen processes like pH control, chlorination, and corrosion prevention. This project is a vital step toward securing clean, dependable water for the community today and for generations to come.

Gerald Bryan, CPA, CPFO, is finance supervisor for Broward County, Florida. He began his CPFO journey in order to achieve competency in all aspects of governmental finance including accounting and financial reporting, budgeting, debt management, and treasury management. Along his journey, he was able to gain experience and insight into areas that might have been limited otherwise, in particular debt management.
