Under the general direction of the Executive Director, the Chief Financial Officer leads the Finance Division comprised of Accounting, Budget and Fare Revenue, and Grants.
Distinguishing Characteristics: This position is distinguished by its overall responsibility for the effective and efficient management of NCTD’s finances through leading the Finance Division. The position holds the title of Staff Liaison to the NCTD Performance, Administration, and Finance committee. This position is “at-will” in accordance with the NCTD Employee Handbook.
Supervision Received and Exercised This position reports to the Executive Director. This position has direct and indirect supervisory responsibility for managers and/or staff within Division departments. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.
Working Conditions Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultants’ facilities, and other locations as required.
EXAMPLES OF DUTIES
Essential Functions Duties may include, but are not limited to, the following:
• Ensures that NCTD’s finances are effectively and efficiently managed with sufficient controls through systems and procedures to mitigate fraud, abuse, and or waste. • Ensures compliance with Federal Transit Administration, state, and other regulatory and grant conditions/requirements through the implementation of internal controls, business processes, effective use of financial systems, and collaboration with other Divisions. • Works with the Executive Director, other Executive Team members, and District staff in developing policies and a vision for the future, and serves as a key player in implementing Board policies and administrative code policies and procedures. • Works directly with the Executive Director, other Executive Team members, and subordinates in accomplishing District goals. • Develop policies, procedures, and processes to promote internal controls, the safe guarding of NCTD assets, and the prevention of fraud. • Provide communication and guidance to Executive Director, other Executive Team members, and Board on issues and activities that impact NCTD financial position. • Serve as Treasurer and Chief Financial Officer for the District, and is responsible for the preparation of all financial statements; oversight for or assistance with response to federal, state, and local audits; development of annual capital and operating budgets; and presentation of financial results to the Executive Director, Board of Directors, and NCTD management. • Analyze short and long range financial planning. • As the Treasurer, oversee investment of District funds, administration of short and long term debt, guidance to the District in pursuing opportunities for grant funding and other revenues. • Makes presentations on transportation issues to the NCTD Board of Directors and other public agencies, including preparation of reports Responsible for the hiring, training, supervising, reviewing, disciplining, and terminating subordinate staff as needed and in accordance with District policy. • Perform other duties as assigned.
Education/Experience • Bachelor’s degree in Accounting, Business Administration, Finance, or related field required. • Minimum 10 years’ prior directly relevant experience, including 5 years’ prior supervisory experience. • Experience in public agency and/or transit agency strongly preferred. • Familiarization with State and Federal accounting principles, including: o CA General Accounting Standards Board (GASB) o CA State Controller Accounting Standards and Procedures o Federal Accounting Standard Advisory Board; o Cost Accounting Principles for Federal Contracts; and o GAO Accounting Principles and Standards A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.
Certificates/Licenses • Certified Public Accountant or other professional designation preferred. • Possess and maintain a California driver’s license, Class C, and a satisfactory driving record for the last five years. • Maintain compliance with the District’s policy regarding Conflict of Interest and Ethics.
General Requirements • Thorough knowledge of: o generally accepted accounting principles o budget development and administration o financial management principles, theory, policy and procedures o financial and administrative systems and requirements of a multi-functional agency o sources of Federal, State and local funding for public transportation o financial planning and cost control • Able to create and maintain good working relationships through excellent communication and teambuilding skills; including the ability to engage successfully with both internal and external contacts and the public. • Strong analytical and critical thinking skills; ability to gather, organize, analyze and present data to appropriate sources, ability to interpret and apply local, state, and federal rules and regulations accurately and effectively. • Exceptional communication skills, both verbal and written, including the ability to prepare and deliver clear and concise reports and the ability to translate complex materials into readily understandable information. • A professional level of expertise in multiple areas and demonstrated use of high level discretion and judgment in execution of duties is preferred. • Must be able to manage and maintain simultaneous, transitional, and emerging priorities. • Ability to respond to work matters and emergency situations outside of standard business hours, including evenings, weekends, and holidays. • Demonstrated proficiency in computer software programs including the Microsoft Office Suite and ERP systems such as JD Edwards.
