Accounting Manager $108,845.00 – $140,234.00 Annually
The Office of the Chief Financial Officer (OCFO) whose mission is to enhance the fiscal and financial stability, accountability and integrity of the Government of the District of Columbia is in search of an Accounting Manager that will be responsible for overseeing, managing and coordinating accounting, auditing and compliance matters within the Office of Finance and Treasury (OFT). In addition, duties include but are not limited to:
•Managing and overseeing the Accounting compliance and audit operations and staff within the Accounting and Compliance Unit to ensure all accounting information is accurately recorded, reconciled, and reported using well-established accounting systems and processes that comply with District, Federal and OCFO accounting regulations. •Participating in the development of new or improved programs that interface with the general ledger system (SOAR/Oracle). Assisting with the implementation of OFT system interfaces to the general ledger system. •Serving as the OFT lead project manager on Accounting Projects (i.e., redesign of accounting processes and upgrade of the Districts’ general ledger accounting system (SOAR). •Developing and implementing policies, procedures and controls to assure the integrity, effectiveness and adequacy of internal controls and compliance with accounting standards/guidelines. •Providing GASB/GAAP guidance to staff to ensure compliance with all accounting standards. •Assisting in the development and monitoring of OFT budget, ensures consistent and timely completion of budget and reporting requirements. •Overseeing and reviewing reporting requirements within OFT during the interim and annual close processes for preparation of the District's Comprehensive Annual Financial Report (CAFR).
Minimum Qualifications: Six (6) years of progressive experience performing the related duties and responsibilities such as overseeing accounting and financial reporting operations; assessing internal control processes; assisting with accounting system implementation and developing policies and procedures to ensure compliance with accounting operations; and strong knowledge of accounting principles and guidelines (i.e. GASB, GAAP & FASB). CPA certification highly desired.
In addition – Applicant must have a bachelor’s degree earned at an accredited US institution in accounting or related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. This can include up to six (6) hours of business law. Applicants must submit an official transcript that verifies a bachelor’s degree in accounting or related field and 24 semester credit hours in accounting in order to be considered. If applicable, your application package must include a foreign credential course by course evaluation of all foreign transcripts. Acceptable foreign credential equivalency reports must be provided by organizations that have current membership with the National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators (AICE).
