Barbara Whitehorn is Chief Financial Officer and Director of Finance and Management Services for the City of Asheville, North Carolina. As CFO, Barbara leads Management and Budget, Accounting and Treasury, Purchasing, Risk Management, and Strategic Planning and Performance.
Barbara holds an MBA from the University of Texas at Dallas and a BA in the History of Art from Bryn Mawr College in Pennsylvania. Between her undergraduate and graduate degrees, Barbara worked in food service as a short order cook, caterer and baker. After completing her MBA, she worked in tax and healthcare financial management. She gained not-for-profit experience with the Dallas Chapter of the American Red Cross and finally found her calling in government finance working for the Cities of Corinth and Arlington, Texas. Barbara is a Certified Treasury Professional with the Association for Financial Professionals. She previously served as a member of the GFOA Committee on Retirement and Benefits Administration and is currently an officer of the Women’s Public Finance Network. In her spare time, Barbara teaches as much as she can. She annually teaches municipal finance as an adjunct professor for UNC-Asheville, and is always looking new opportunities to share her passion for public service.
Barbara lives in Asheville, North Carolina, with her wife, their son, and a pack of Chihuahuas.
